This is how "Revolutionary morality" is defined... as opposed to... morals of another kind maybe? American Heritage defines morality: Being in accord with standards of right or good conduct; virtuous conduct; a system of ideas of right and wrong conduct.
Revolutionary = characterized by or resulting in radical change

This is the part that gets me. After loosely defining what they mean by "revolutionary morality", they write laws to enforce training in it.
